Qi Wen introduced that the Chongqing Arbitration Commission (Chongqing International Commercial Arbitration Court) was established by the Chongqing Municipal People's Government in September 1996 in accordance with the Arbitration Law of the People's Republic of China. It is the only independent arbitration institution established in Chongqing, China to handle contract disputes and other property rights disputes between natural persons, legal persons, and unincorporated organizations with equal subjects in accordance with the law. On November 6, 2024, the Chongqing Arbitration Commission was approved to start using the name of the Chongqing International Commercial Arbitration Court at the same time, aiming to build an international commercial arbitration center that serves the construction of an inland open comprehensive hub, faces Southeast Asia, and radiates the "the Belt and Road". Assist in creating a market-oriented, rule of law, and international first-class business environment, and safeguard high-level opening-up to the outside world. I hope to strengthen collaboration with the platform, expand the space for commercial arbitration cooperation with SCO countries, and provide high-quality and efficient legal services for enterprises to "go global" and "bring in".

Hu Kaiqiang pointed out that the platform adheres to the promotion of the "Shanghai Spirit", deeply practices the resolutions of the Council of Heads of State of the Shanghai Cooperation Organization, focuses on the core task of "building a new SCO ecosystem that deeply integrates digital economy and traditional economy", integrates various ownership market entities through the Industry Working Committee to promote the construction of a SCO national industrial collaborative innovation ecosystem led by Chinese enterprises as "chain owners", assists local governments in attracting investment, strives to break down cooperation barriers between enterprises of different ownerships, explores the establishment of "SCO standards", and lays the foundation for the global rearrangement of productivity. He emphasized that on June 20, 2025, with the support and guidance of relevant departments such as the Chongqing Judicial Bureau, the Chongqing High Court, and the Chongqing Liangjiang New Area Market Supervision Administration, the "one-stop, full cycle, and diversified" comprehensive dispute mediation platform - Chongqing Liangjiang New Area Shanghe Price Dispute Mediation Center, jointly initiated by the Price Recognition Center of the Chongqing Development and Reform Commission, the Chongqing Brand Construction Promotion Association, and Chongqing Xitou Industrial Group Co., Ltd., was officially unveiled. The establishment of this center is a direct manifestation of actively implementing the important instructions of General Secretary Xi Jinping, an effective measure to implement the arrangements and deployments of the Party Central Committee, a specific action to "adhere to and develop the Fengqiao experience in the new era, improve the mechanism for correctly handling contradictions among the people under the new situation, and timely resolve conflicts and disputes at the grassroots level and in their infancy", and an important exploration of the Shanghai Cooperation Organization's national multifunctional economic and trade platform to promote the professionalization and internationalization of cross-border commercial dispute mediation in SCO countries.
